[request-tracker-maintainers] Minor updates to packaging

Hey,

I have a couple of patches to the packaging for RT, should I just send
them to the mailing list, or submit them to the BTS, or something
different?

First patch fully cleans up the build area you get from using apt-get
source so you can rebuild in place.
Second patch strips the Debian epoch off the version number (if
present) so that the RT version numbering is correct.
