[request-tracker-maintainers] Extensions for RT4.4

Fair enough, done. Git repos updated.

I now see that RT::Extension::CommandByMail has already been packaged
and uploaded to Sid, but with inconsistent naming from other
extensions: librt-extension-commandbymail-perl .
