Tollef is happy for it to be moved to the team. He's sent me his git
repo which I've just uploaded to Salsa. I've used the existing librt-
extension-commandbymail-perl name for now.

While Tollef has been merging in the upstream git repo, everything
outside debian and .git match the 3.00 dist file. With this in mind I
think we're okay switching to importing the dist files going forward. I
think this would be better than recreating the packages.

I'll start on updating the packaging - and import 3.01.
