[request-tracker-maintainers] RT 5.0.2beta1

Hey folks,

I've imported RT 5.0.2beta1 and tested out the resulting debs, looks
good to me.

This has also required a new libgnupg-interface-perl package to be
built. I figured uploading should wait until after Bullseye is released
though.

For anyone interested in trying them, the .deb files are here:
