[request-tracker-maintainers] Bug#981079: request-tracker4: RT4 does not ship with real ckeditor source

During packaging of RT5 it was noticed that the ckeditor source
shipped in third-party does not correspond to the preferred form
of modification - it is still minified (like that shipped in the main
tarball). This is due to a change of upstream practice since the
third-party tarball setup was originally introduced.

This is fixed in RT5 by repacking the third-party-source to add
additional sources - see[1]. We should do something similar for RT4,
at least if we will keep RT4 around in bullseye.
