[request-tracker-maintainers] Extensions for RT4 and RT5

Hey folks,

I'd like to hear opinions...

For Bookworm, to have our extensions co-installable for both RT4 and RT5,
Dominic and I agreed to introduce a -common package for each extension which
contains the documentation (man pages). The reason was to not duplicate the
documentation in two packages.

I'm now thinking that we might be better off to ditch the -common package
and just include the documentation in each package and use alternatives the
same as we are in the request-tracker4 and 5 packages.

This limits our proliferation of packages, and allows us to have packages
like rt4-extension-repeatticket and rt5-extension-repeatticket co-exist as
the RT4 package is v1.11 and the RT5 package is v2. 

I expect there is probably more overhead by having all the bits required for
another package than there is bytes wasted by duplicate man pages on a
computer with both the RT4 and RT5 versions of an extension installed.
