This is now in trixie.

This is in unstable, but should migrate to trixie within a week.
I have added a config file to RT5 that will enable the feature that uses
CSS::Inliner if it is present, and added libcss-inliner-perl as a
recommended package.
I want to perform a little more testing, but I think 5.0.4 is about ready to
upload.
