[request-tracker-maintainers] Fixed FTBFS for request-tracker5

Hey folks,

Just a heads up, I've fixed the FTBFS issue for RT5. But, I haven't
tested the generated packages yet. I'll do that over the weekend, then
upload them.

I've pushed the commits to salsa.

It will be the same issue(s) for RT4, but I think we should just remove
the RT4 packages from Sid instead of fixing them.
