The Lintian information that has been used here is from 4.4.4+dfsg-3 which
dates from prior to March 2020. The "missing" systemd service file was added
in 4.4.5+dfsg-1 and 4.4.6+dfsg.1.1 was shipped in bookworm.

https://lintian.debian.org/sources/request-tracker4 states the Lintian run
occurred in Jan 2021. Perhaps there are other packages where the Lintian
data is stale?
