Okay, after a bit of tinkering this afternoon I have a proof of concept for
exposing the documentation locally within RT using a dhandler. I'm going to
ask BP if they'd be interested in including this as part of RT core. If not,
I'll make it an extension.

This isn't quite what 704733 is about, as I'm not styling the individual
pages, but I reckon it'd satisfy the intent.

Yup. This could be handled by saying "Refer to this location for the most up
to date documentation".
