[request-tracker-maintainers] Removal of Request Tracker 4 from Trixie

Hey,

All extension packages have been updated. No more rt4 extensions. Today I
uploaded libmodule-install-rtx-perl to drop the dependency on request-
tracker4. Once that hits Trixie, I figure we're ready to change 1030749 to
be RC.
