[request-tracker-maintainers] Bug#1030749: Don't release with trixie

All extensions are now built for RT5.

We no longer build extensions for RT4, and it has been dropped as a
dependency of libmodule-install-rtx-perl. All updated packages have migrated
to Trixie.

RT4 is likely to go EOL during the lifetime of Trixie.

We're good to remove request-tracker4 from Trixie.
