[request-tracker-maintainers] Removal of Request Tracker 4 from Trixie

Hey,
libmodule-install-rtx-perl has migrated to Trixie. I've updated bug 1030749
to be serious (I realised it doesn't need to be RC).
I'm proposing this wording to go in the "Noteworthy obsolete packages"
section of the release-notes[0]:
request-tracker4 has been removed from trixie. Its replacement is
request-tracker5.
The wording is a bit different from what they normally use, but I've removed
a swathe of packages so saying "The X package ..." seems a bit off.
