It isn't as simple as making a transitional package. If there are
customisations then they will need to be ported over. Upgrade instructions
are in the request-tracker5 package, and the description notes that it can
be installed simultaneously with request-tracker4.
I have followed the format used previously in bookworm[0]. But we could add
something like "Instructions on how to upgrade are in the request-tracker5
package, which can be installed simultaneously."
