[Pkg-roundcube-maintainers] version 1.3.0

Hey,

I started with packaging 1.3.0, but its still WIP, but feel free to continue. 
Some things that needs to be done:
* update copyright file
* clear out, if endroid/qrcode is a dependency and if it is the debian package 
phpqrcode
* bump standards-version
* bump compat level to 10
* check of deletion of robots.txt is handled correctly 
* try install/update process

Fell free to add additional points to the list and give update...

PS: me myself is not constantly working in packaging roundcube, so if you want 
to see 1.3.0 available in the repo fast, than you need to help :)  (I'm at a 
long holiday for several months...)
