[rrdtool-maint] rrdtool's upstream debian/README

but git.snow-crash.org doesn't work and git.tokkee.org contains old version 
debian/1.4.3-1 from 2010.

I was about to fix it for https://salsa.debian.org/rrdtool-team/rrdtool
But now that d/copyright contains the Vcs-* fields, the whole file looks 
obsolete.

Do you think I should suggest Tobi to remove it?

Or is it nice to have Debian propaganda around, and write a patch for 
upstream?
