[Pkg-ruby-extras-maintainers] Bug#360986: ruby-extconf-rb.mk's DEB_RUBY_INSTALL_ARGS should also set sitearchdir

Hi,

  I must do:
  ``DEB_RUBY_INSTALL_ARGS+= \
    sitearchdir=$(cdbs_pkgdir)/$(shell /usr/bin/ruby -rrbconfig -e 'puts
    Config::CONFIG["archdir"]')''
  to ensure my binding's .so file isn't installed in /usr/local. The
  sitearchdir setting should probably be added to DEB_RUBY_INSTALL_ARGS in
  ruby-extconf-rb.mk
