According to the Debian New Maintainers' Guide section 5.1,
README.Debian is for "Any extra details or discrepancies between the
original package and your debianized version should be documented here."

So I don't think this kind of information is relevant for README.Debian.
Your copyright note should go to debian/copyright, and the package
description should go to debian/control[.in].
