Added a "packages-wip" (for work in progress) dir, as discussed a long time ago
with paulvt. Please use this directory for packages which have not been
uploaded to unstable yet. You can move your packages now. ;)

Also, why are libxml-ruby and libxslt-ruby dirs empty ?
