[Pkg-ruby-extras-maintainers] Directory layout for the new svn-buildpackage?

FWIW, I never use svn-upgrade for my packages, as it doesn't really make
much sense when the upstream source isn't in SVN. It's fairly trivial to
download a new tarball, put it into tarballs/ as the correct filename,
and update debian/changelog. I never really got around to automating
this because it's so simple.
