So, we should probably note this somewhere on the site:
 * Inject packages (that are not already in Debian) into packages-wip/
 * After first upload & tag, move it to packages/

This results in the following invariant: all dirs in packages/ have some
tags in packages/<pkg>/tags.

Ehm, I believe damog was preparing them but stopped for some reason.  I
believe it's in the log of those dirs. ;)
