[DRE-maint] ruby-pkg-tools 0.13: request for review

Hi there,

I just implemented Gunnar's suggestion about using packaged setup.rb to
build Ruby packages that doesn't provide one if the maintainer wants to.

With that, ruby-pkg-tools has already a volume of changes and bug fixes
that IMHO would justify a new release. Would anyone please review, and
maybe upload, the package?

(please note that changelog needs a s/UNRELEASED/unstable/ before
uploading)
