[DRE-maint] Rubygems 1.0.0

Hi folks,

I was keen to test my rails apps under 1.9, but to do that I needed
rubygems installed. Attached is an svn diff of libgems-ruby that creates
rubygems 1.0.0 packages for both 1.8 and 1.9.

There were significant changes upstream, so it's a significant patch to
the 0.9.4-4 package. I mainly intended it for my own testing, as I'm not
aware of the maintainers plans for the future. Is there much point to
providing rubygems for 1.9 in the official repositories? If not, the 1.9
stuff can probably be removed quite easily and provide a head start for
getting 1.0.0 for ruby 1.8 into unstable.

All the rubygems package contains now is the bash completion stuff. It
would almost be worth renaming the 3 binary packages to
rubygems1.8/rubygems1.9/rubygems-common.

* Added a new binary package to support gems in ruby 1.9 (closes: #453251)
  * gem script is now renamed to gem1.8 and gem1.9 to allow parallel
    installs
* Disabled gem update --system (closes: #452547)
* Bumped standards version
