If the CDBS class does not support old setup.rb for some reason, it
makes sense to make it ignore de local setup.rb and use the one shipped
in the libsetup-ruby package.

I wonder if directly using the setup.rb provided in libsetup-ruby for
all packages would be easy on the long run.

If not, the simple solution is to keep and old ruby-setup-rb.mk that
retains compatibility with old setup.rb, and have a new one following
libsetup-ruby1.8. The later CDBS class could (maybe should) be shipped
in the libsetup-ruby1.8 package.
