[DRE-maint] Bug#433832: librmagick-ruby1.8: polaroid method results in NotImplementedError

When you call the polaroid method on an image, it results in the
following error message:

the `polaroid' method is not supported by ImageMagick 6.2.4 (NotImplementedError)

Which is correct, since ImageMagick only supports this method for
versions >= 6.3.2.

Maybe the package should depend on the right ImageMagick version?
