[DRE-maint] request for review and upload

Hi there,

I have prepared two packages which I think are ready for upload, and
would like that someone review and upload them if everything is ok.

They are packages/libopenid-ruby and packages-wip/libmocha-ruby.

Some notes about packages/libopenid-ruby: it was uploaded before by
Paul, but got rejected because of copyright issues (some files in the
lib/ dir had different copyrights than the main package files). This
resulted in the libhmac-ruby package being extracted from it, and after
that I documented the copyright for all the remaining third-party files
in the package.

(it's already in the packages/ directory while not being in the archive
because we didn't expect that it would be rejected)

packages-wip/libmocha-ruby is a brand new package. 

Both packages build cleanly with pbuilder and are lintian- and linda-
clean.
