[DRE-maint] libhmac-ruby has been uploaded

I have uploaded libhmac-ruby. It waits for ftp-master's approval because it is a
brand new package.

libhmac-ruby1.8 conflicts with
  Conflicts: libopenid-ruby1.8 (<= 1.1.4-2)
so I hope the next release of libopenid-ruby1.8 remove the libraries coming from
hmac-ruby.
