[DRE-maint] Running tests via setup.rb, or in the CDBS class?

Umh, not exactly - I still have to report this bug upstream, as 'ruby
setup.rb test' fails because test/output still must be created :)
Anyway... 

setup.rb is distributed as a full tar.gz, so it could be made into its
own package - But I'm not sure if it's worth it, I'm still inclined
just to copy setup.rb into ruby-pkg-tools. Why? We don't need this
package, I think, for something so simple. i.e. from its README.en:

Usage
-----

  Just copy setup.rb in to your package.
  For details, see HTML documents located under doc.en/.

It _does_ provide documentation, though. I don't know... Would you
feel it valuable to provide it as a package on its own right?
