[DRE-maint] Bug#440637: gems contents <gemname> doesn't know about gems known by gem list --local

I can confirm that this problem occurs with rubygems_0.9.0-5, but not 
with rubygems_0.9.4-4.

Note that this looks like an upstream bug, because I encounter the same 
problem if I install rubygems-0.9.0 by hand.
