[DRE-maint] Homepage dpkg tag

Hi kids,

As some of you know the old Homepage tag that we sometimes had in our
descriptions is now deprecated in favor of a real dpkg tag.

I have made a (ugly) shell script that converts debian/control files in
a tree to use the new tag, if an old one is found.

I am committing it in a few minutes if you dislike it for some reason ,
feel free to revert and to flame me ;)
