[DRE-maint] QA Report

Hello everyone,

I was using SVNBuildStat to get an overview of things I need to do, but
it has some issues (which I have reported).  To try out something else,
I have set up "Debian QA report".  It provides (a) commandline tool(s)
for finding out QA information about our packages, usable on alioth.
It also provides us with an overview visible on the web:
http://pkg-ruby-extras.alioth.debian.org/cgi-bin/qareport.cgi

There is also an RSS feed of pkgs requiring an upload:
http://pkg-ruby-extras.alioth.debian.org/cgi-bin/rss_upload.cgi

The commandline tool, qareport (located in
/home/groups/pkg-ruby-extras/scripts/qa), and CGI scripts use run-time
information on top of cached data.  This cached data is updated on SVN
commit (post-commit hook) and also once per hour via cron (paulvt's
crontab) so this should be fairly accurate at any point in time.
