[DRE-maint] finishing off capistrano packaging

I noticed that the capistrano package in "packages-wip" doesn't seem to
have seen any activity for over a month. I fixed the issues mentioned in
[1], and think capistrano is now in good shape for an upload to Debian.

Leandro, do you still plan to maintain the capistrano package? Otherwise
I am quite willing to take care of it.
