[DRE-maint] Ruby 1.8.7 and vendor_ruby

I was just reading the release notes for 1.8.7[1], and noticed a new
directory (vendor_ruby) has been added to the default load path.

This seems like a change designed to help distributions like Debian, so
we don't have to keep installing libraries to the stdlib directory. Is
his a useful change from our poitn of view?
