[DRE-maint] rubygems1.8 migration

I have uploaded libgems-ruby (1.1.1-2) to migrate libgems-ruby1.8 and rubygems
to rubygems1.8. Since it would be a bit big change, it is now in experimental.

Could anyone try it to see if the migration works fine on your environment?
