[DRE-maint] Bug#480250: rubygems: Install gem-provided binaries in /usr/local/bin instead of /usr/bin

"gem install foo" will happily overwrite /usr/bin/foo even if it was
previously installed by libfoo-ruby.

This makes it a fairly difficult situation to deal with for the
maintainer of libfoo-ruby: reportbug will say "libfoo-ruby version
x.y" is installed, even if the corresponding binary has been
overwritten by a subsequent gem installation of foo.
