libinline-ruby requires write access to the invoking user's home
directory, for creating a ~/.ruby_inline/ directory to cache the
compiled C code. Some issues are detailed in this mail:

I just uploaded to NEW libimage-science-ruby, which depends on this
module. I added this README.Debian:

A similar README.Debian could be included in this module. Or, for
bonus points, some logic could be added to open a temporary directory
(i.e. by using mktemp or Tempfile).
