why not just use it as "ruby /usr/lib/ruby/1.8/setup.rb"? you might
want to look at the cdbs classes from the ruby-pkg-tools package. they
will do this automatically for you.

just do this in debian/rules:
| include /usr/share/cdbs/1/rules/debhelper.mk
| include /usr/share/ruby-pkg-tools/1/class/ruby-common.mk
| include /usr/share/ruby-pkg-tools/1/class/ruby-setup-rb.mk
