Sorry that was my fault, I intended to have either apache2-prefork-dev
OR apache2-threaded-dev as a Build-Dep, but both at the same version
since they built from the same source package.
Since www.modrails.com has no mention of a minimum requirement of
apache2 headers I would stick with 2.2.9-9 but that's just my opinion
since I'm not sure how Debian handles Build-Dep versions in unstable.
