Agreed.
I rephrased it that way :

* MANUAL WEB SERVER CONFIGURATION
 There are several ways to serve a rails app like redmine.
 Some examples for configuration with passenger, or with a fastcgi web server,
 are available in /usr/share/doc/redmine/examples.
 To run redmine with a fastcgi web server, libfcgi-ruby package must be installed.
 Also note that libapache2-mod-fcgid package provides fastcgi support for apache2.

 In the provided examples, the environment variable must be set to the desired
 instance name :
 X_DEBIAN_SITEID=<instancename>
 By default, 
 X_DEBIAN_SITEID=default

Status in “redmine” package in Ubuntu: New

Bug description:
Binary package hint: redmine

The file README.Debian contains the following statement:
"If used with apache2, lighttpd and similar web servers,
 it is HIGHLY RECOMMENDED to install libfcgi-ruby,
 and when using apache2, libapache2-mod-fcgid."
which is not clear which is the package to use with apache2 (I think that the first apache2 should refer to apache instead of apache2), moreover it looks like that the suggest module for apache2 is passenger so the statement should be rephrase as
"If used with apache, lighttpd and similar web servers,
 it is HIGHLY RECOMMENDED to install libfcgi-ruby,
 and when using apache2, libapache2-mod-passenger."

The problem affects either version 0.9.3-1 and 1.0.0-4
