Calling
RAILS_ENV=production rake db:migrate
brought my database schema into a correct state.
(I guess that should have been called by a package upgrade script?)

I'm on Ubuntu 10.10 and installed redmine and redmine-pgsql via Synaptic some time ago.
I remember there was an upgrade a few weeks later. Currently, 1.0.0-4 packages are installed for both, redmine and redmine-pgsql.
When trying to add a ticket, this SQL error appears after submit of the "new ticket" form:
PGError: FEHLER: Spalte issues.lft existiert nicht ("column issues.lft does not exist")
I expected the package upgrade to update the database schema as well, however that obviously didn't work.
http://www.redmine.org/boards/1/topics/16785?r=16832 suggests that the same issue exists/existed in Debian.
