[DRE-maint] Bug#570092: Cannot assign versions to an issue

Redmine has a functionality to define versions (milestones for a
project) and assign issues to them.
Unfortunately, when using the backports debian package, this is broken
somehow. The select menu on the "new issue" or "update issue" page does
not show the version's names, but also HTML <select> tag code around the
versions.
(trying to attach a screenshot, but the BTS will take it)
I could live with it if that was only a visual error, but when chosing
such a bad-looking entry and saving the issue, it's still not assigned
to the version.
Using the same database, but a plain downloaded redmine.0.9.2.tar.gz
from rubyforge, the version selection only gives the version name to
chose from.
But, to run this version, I also have to install a bunch of additional gems.
While the packlage can run without any gems installed, here's the list
of gems I needed toi install in order to get the manual installed
redmine without the version select problem working:

So the bug can be either in redmine itself and some code that has been
changed for packaging, but also it can be one of the packages ruby libs
the packaged redmine uses has some problem.
Please let me know of you need any further information, or if I should
try out a proposed solution for this problem.
