[DRE-maint] RFS: vim-rails

Hello all,

I've packaged vim-rails, http://rails.vim.tpope.net/, *the* vim plugin
for Rails development. It's in the group subversion, and it's lintian
clean. I've added the DM-Uploaded-Allowed, so that after passing throufh
NEW I can upload it myself.

It would be nice if someone interested could review and upload it.
