[DRE-maint] Bug#575462: When I add others read permission to *.yml

When I changed the permission of *.yml in /etc/redmine/default/ to 644, then
I got these messages on the web:


Error message:
    could not open database: unable to open database file

Of course I modified database.yml properly.
