[DRE-maint] Bug#583313: redmine: custom_field checkboxes don't update on rails < 2.3.4

It seems that with boolean custom_fields the form elements to set and clear
the value need to be reversed when using rails < 2.3.4.

This commit needs to be backed out if we're going to use redmine with older
rails:
