[DRE-maint] [Bug 631299] [NEW] doesn't allow for homedir installation of gems in maverick version

Public bug reported:
Running on a lucid machine, upgraded just the rubygems packages to
maverick to gain some of the rubygems.org related functionality. I now
get an error when I try to install without sudo:
ERROR: While executing gem ... (Gem::FilePermissionError)
You don't have write permissions into the /var/lib/gems/1.8 directory.
In the lucid version of the package, it would just install to my
$HOME/.gems if I didn't run gem as root or via sudo.
