[DRE-maint] Bug#621772: ruby-json: FTBFS: mv: target `debian/edit-json/usr/bin/' is not a directory

Justification: fails to build from source

Builds of ruby-json are now running into trouble:

> dh_install
> mv debian/ruby-json/usr/bin/* debian/edit-json/usr/bin/
> mv: target `debian/edit-json/usr/bin/' is not a directory
> make[1]: *** [override_dh_install] Error 1

Could you please ensure that the directory exists, either by
explicitly creating it from debian/rules or by listing usr/bin (with
no leading /, per Debhelper conventions) in debian/edit-json.dirs?
