I don't know anything about Ruby or Rails (except that they exist), but
I didn't understand it that way. I think it means that Ruby (in Debian)
at this moment is not quite ready for your package. My advice would be
to leave the bug open, and add the comments there, stating that
packaging is on hold. Maybe you could discuss with Ondřej what needs to
be done to Ruby/Debian for your package to be acceptable. Of course this
could be a lot of work, but to me it sounds like real valuable to FOSS.
