[DRE-maint] Adding a new project (ruby-taglib2)

Hi team.

I would like to add ruby-taglib2 to the repository. Can I ?
ruby-taglib was recently removed from debian. It was not maintained
anymore and was not ruby 1.9 ready.

I am going to open an ITP bug report. How should I name the source
package ? libtagc02-ruby, ruby-taglib2 , ... ?

Due to recent dicussions I tend to ruby-taglib2.
