I guess you can do this providing a custom .gemspec that specifies an
empty list of extensions. See dh_ruby(1) in gem2deb 0.2.6 (not released
yet).

I'm not sure what you mean here ...

Anyway you can install the stuff in sbin/ with debian/$package.install.

I'm not sure about adding support for that in gem2deb since sbin/ is not
usually used in Ruby packages. How does puppet upstream install the
files in sbin/?
