I imagine that Adobe means *Adobe* will not charge you for use,
copying, and distribution.
However, I agree that the wording is ambiguous, and I would be happy
to see a clarifying statement from Adobe. If you find (or anyone
finds) a moment to try contacting them, please feel free to cc this
bug so we can track the progress.
For what it's worth, these files are also included in the
libpdf-writer-ruby package. See [1].
